We shouldn't be an "open border" country, if you want to come in, you should apply from OUTSIDE the country, in any of the Ambassy or Consulate for the country you want to join, it would also decrease the risk of people travelling through risky area, like in the Mediteranean sea or those that cross dangerous Mexican areas controlled by traffickers
